In this case, we cannot say these are promotional models, as they are not promoting anything but themselves to make money...
At the same time, it's a bit unfair to other real promotional models because they work hard with their vendors, following the company and show rules, and maintain themselves to look amazing in photographers' pictures, leaving a feel-good experience.
On the other hand, any photographers who encountered these asking-for-fee-for-photos-and-not-even-have-a-booth practices, would probably be surprised and have a slight bitter taste in the whole experience.
Actually it's not new, but we are just seeing more and more...
